About Phoebe
Phoebe is an experienced education researcher and consultant with expertise in educational development and international education, specialising in girls’ education, education and equity, and education systems in low and middle-income contexts. She has a Doctor of Philosophy (PhD) and Masters from the University of Oxford, and is skilled in mixed-methods education research (including qualitative research design, methods, and analysis), consulting, public policy, and leadership development.

Phoebe is currently a research associate with the Faculty of Education at the University of Cambridge, where she is working as the Senior Research Lead on the Independent Evaluation of the British Foreign, Commonwealth, and Development Office’s Girls’ Education Challenge. Prior to joining the Faculty, Phoebe worked as a consultant with the Education and Skills Secretariat of the OECD (Paris), and as a Senior Associate with Learning First (Melbourne).
